Joseph Utsev was born in 1980 into the family of Utsev Akaa in Mbaakura, Mbagen in Buruku Local Government Area of Benue State, Nigeria.
He has a Bachelor’s degree in Engineering Degree from the Federal University of Agriculture, Makurdi.
He also has a Master’s and PhD in Water Resources and Environmental Engineering from the University of Nigeria Nsukka in 2007 and 2011, respectively.
He has several years of experience in the teaching and engineering field making about 40 publications and international journals.
Between 2013 and 2017, he served as a Deputy Director and Director in the Centre for Entrepreneurship Development at the Federal University of Agriculture Makurdi during which he piloted the creation of seven workshops, enhancing students’ entrepreneurial skills and generating Internally Generated Revenue (IGR) for the institution.
He was later appointed commissioner of Water Resources and Environment in Benue State due to his relentless contributions to the improvement of water resources and environmental engineering in the state.
He was very vital in infrastructural developments of the state when he was appointed Executive Director of Engineering at the Lower Benue River Basin Development Authority in 2020.
He is the pioneer Rector at the Federal Polytechnic Wannune, Benue State. In this role, he is dedicated to transforming the institution into a world-class educational center, resolving academic, vocational, and employment challenges in the state and Nigeria.
Prof. Zaphaniah Jisalo is a member of different professional associatons amongst which are;
Certified member of the Council for the Regulation of Engineering in Nigeria (COREN.
He is a fellow of the Nigerian Society of Engineers and the Nigerian Institution of Civil Engineers.
He was awarded as the Best Commissioner in the Water/Environmental sector in Nigeria by Independent Assessors in 2018.
He also received the Academic Noble Award by the Institute of Industrial Administration of Nigeria.
He was appointed Minister For Water Resources and Sanitation of the Federal Republic of Nigeria by president Bola Ahmed Tinubu.
